Background: Because migration is one of the issues with human society throughout history has continuity, and always opportunities and threats for the countries of origin and immigration has created and, on the leaders and elites of a society determines its immigration policies and the country's society. Therefore, this paper reviews the ideas, views, opinions, guidelines and measures, the supreme leader (Imam Khomeini and Imam Khamenei) for foreign nationals is a model immigrant affairs.
Methods: This study used a mixed methodology is descriptive development and data collection in the field of document and questionnaire has been taking notes.
Its validity through consultation with teachers and scholars of the subject and its reliability by Cronbach's alpha (90/0) to provide statistical Society 28 Experts were chosen targeted randomly. And to analyze the data was used content analysis and discourse analysis.
Results: The results showed that the pattern of immigrants discourse based on the supreme leader has 9 after 14 components 46 components is below.
Conclusion: After Pattern provide expertise to the research confirmed the impression of the researcher and weighting factors, 4 sub-components disclosure programs enemy (of the policy), the granting of scholarships to veterans and families of martyrs and prisoners inside and outside (the after planning), showing the hard life of refugees in other countries (in the lead) and migration and the spread of Islam in the way of Allah (from the monitoring and evaluation) was not confirmed.
