The southern sea ports of the Islamic Republic of Iran, including 42 major and minor ports active in commercial, petrochemical and fishing fields are located on the northern coasts of the Persian Gulf and Gulf of Oman, from the easternmost port of Chabahar to the westernmost port of Khorramshahr, and play significant roles as gateways for the transport of commodities into and out of the country. These port complexes utilize strategic equipment with high economic values, and an unprecedented volume of national trades(90 %), such as imports and exports depend on them, which can foster composure for the country as a moving limb for a body, and yet be threatened in differing conditions of sea-based military attacks and natural disasters.
In this study focusing on the conceptual model of passive defense in the southern Iranian ports, the major and minor aspects, parameters and indices have been identified through inquiries from the specially selected target group, and were then analyzed by modeling structural equations. The strategic model designed for this study identified five major aspects of passive defense (continued operation of ports in critical conditions, technical strength and safety, minimized vulnerability, promoted stability and facilitated crisis management in southern Iranian ports), two minor aspects (management and infrastructures), eight parameters (telecommunication equipment, port constructions, strategic operational equipment, berths and access channel, cybernetic and electronic activities, special port human resources, ship officers and pilots, and private port and maritime companies) and 72 indices, and mass solutions were proposed in this respect.
