This paper seeks to investigate and provide a written strategic model based on the experiences of managers and clerical discourse and constitution of Refugees and foreign nationals.
This applied research and development research method is descriptive mixed collection of data in documents and taking notes questionnaire was developed in the field, Its validity by professors and experts and its reliability by Cronbach’s alpha (%90) were satisfied. The study of 28 subjects of the elite and experts who have been chosen for Targeted judgment.
The results showed that the strategic model of refugees and foreign nationals from the resources of the R-9 (doctrine, objectives, policies, planning, Organizing, guidance, coordination, Implementation and monitoring and control) , 31 components and 110 indicators is.
