Crisis management against chemical threats, as a critical issue in today’s world, requires careful attention and strategic planning. Addressing these challenges necessitates the development of a crisis management plan aligned with higher-level policies and strategic frameworks. A key aspect of preparing strategic plans in any domain is the identification of guiding elements that serve as a sustainable foundation for directing actions and provide a roadmap toward a desirable future. Accordingly, this study aims to examine the vision, goals, principles, and values that constitute the guiding elements of a strategic plan. This research is applied-developmental in nature and employs a descriptive-analytical approach. Data were collected through documentary and library studies, questionnaires, and expert panel meetings, and were analyzed using statistical methods with the assistance of SPSS and Excel software. The study population comprised 50 experts with a master’s degree or higher in relevant fields, all possessing management experience in crisis management and chemical threat mitigation. The findings are presented as 11 core values, 9 guiding elements, 12 characteristics of vision, and 8 strategic goals. This comprehensive framework can assist policymakers and crisis management authorities in enhancing crisis preparedness and response, thereby enabling more effective management of chemical threat-related challenges.
