چکیده

بشر از بدو خلقت پدیده‌های مختلفی را تجربه کرده است و ناگوارترین آن‌ها جنگ‌‌های خشونت‌باری بوده که هر بار جمعی از انسان‌ها را به کام مرگ کشانده‌اند، بر مبنای همین تجربه‌ها، جوامع برای مقابله با دشمنان ناگزیر به تشکیل نیروی دفاعی و ارتقاء مداوم آن شده‌اند. آموزه‌‌های دینی و تاریخی نیز بر تقویت بنیه دفاعی تأکید دارند. شرایط  حاکم بر صحنه جنگ‌های آینده ارتقاء توانمندی‌های دفاعی را اجتناب‌ناپذیر کرده است.
بخش حیاتی و تأثیرگذار توان دفاعی بر سرمایه‌های انسانی متخصص، حرفه‌ای و متعهد استوار است. منویات فرماندهی معظم‌کل قوا و اسناد بالادستی بر ارتقاء توانمندی دفاعی تأکید دارند. یکی از زیربخش‌های دفاعی یگان‌های بالگردی هستند که مؤلفه اصلی آنان سرمایه‌های انسانی بویژه کارکنان خلبان و فنی می‌باشد. با توجه به سرعت پیشرفت فن‌آوری‌های دفاعی و تحول مداوم متغییرهای صحنه نبرد، به‌نظر می‌رسد؛ سرمایه انسانی یگان‌های بالگردی با وضع مطلوب فاصله قابل ملاحظه‌ای داشته باشد. محققین به دنبال پاسخ این سؤال هستند که راهبردهای ارتقاء توانمندی سرمایه انسانی یگان‌های بالگردی متناسب با جنگ‌های آینده کدامند؟
روش اجرای تحقیق توصیفی با رویکرد آمیخته و موردی زمینه‌ای است. داده‌های کیفی با مطالعه کتابخانه‌ای احصاء و از طریق مصاحبه با صاحب‎نظران و مطالعه میدانی تا حد اشباع نظری تکمیل‌ و سپس نسبت به ساخت ابزار اقدام شده است. پرسشنامه در بین جامعه نمونه به تعداد 90 نفر از صاحب‌نظران با تجربه توزیع  جمع‌آوری و راهبردها تدوین گردیده است. یافته‌های تحقیق شامل راهبردهای ارتقاء سرمایه انسانی یگان‌های بالگردی متناسب با جنگ‌های آینده بوده که در قالب 8 راهبرد کلان در بخش نتیجه‌گیری تحقیق ارائه شده‌اند.

چکیده [English]

Since the beginning of creation, mankind has experienced various phenomena, and the most unfortunate of them are violent wars that have killed a group of people every time. Religious and historical teachings also emphasize on strengthening the defense base. The conditions governing the scene of future wars have made the improvement of defense capabilities inevitable.
The vital and influential part of defense power is based on expert, professional and committed human resources. The Supreme Commander-in-Chief's menus and higher-level documents emphasize the improvement of defense capability. One of the defense sub-sectors are helicopter units, whose main component is human capital, especially pilot and technical staff. Considering the speed of development of defense technologies and the continuous evolution of the variables of the battle scene, it seems; The human capital of the helicopter units has a significant distance from the ideal situation. Researchers are looking for an answer to the question, what are the strategies for improving the human capital capabilities of helicopter units in accordance with future wars?
The method of carrying out descriptive research is a mixed approach and a contextual case. Qualitative data has been completed by statistical library study and through interviews with experts and field study until theoretical saturation, and then the instrument has been developed. The questionnaire was compiled among the sample population of 90 experts with experience in distribution and strategies. The findings of the research include the strategies for improving the human capital of helicopter units in accordance with the future wars, which are presented in the form of 8 macro strategies in the conclusion section of the researc
