Before locating IRI navy in Makran coasts[1], this force has the roles as coastal navy[2]. So after locating in Makran coast, a new area (inside and outside) was put in front of IRI navy, in the way that opportunities, threats, power points, weak points, changed in this new area and the roles which IRI navy hade before didn’t support the needs of this new area. So this research, intends to show suitable Pattern of IRI navy. In this research, which used case and outlin method, data collection was done with library and field method, and at first the outcome of study force, interview and observe lead to determine of understanding primary model of pattern of the roles of IRI navy. In the next step of dimension, characters and features for developing pattern of the roles of IRI navy was distributes between selected professional from sample society in the form of questionnaire. After standardizing questionnaire, the standard questionnaire in sample society of 80 people was distributed and supplied data was analyzed with SPSS and KMO software and Bartlet. And four components for developing the roles of navy forces in Makran and surrounding seas under the topic of military roles, disciplinary roles, diplomatic roles and humanitarian roles was considered. Also for each component some characteristics is considered which gave the set of features and characteristics and pattern of developing the roles of navy forces.
