Abstract

Because  immigration  is a topic with human society throughout history has continuity And also in Iran as a country of origin, immigration is  raised in the region and the world Immigrants and foreigners on management vacuum cased by the absence of a strategic pattern was observed with an Islamic approach is codified. This paper seeks to investigate and provide a written strategic model based on the experiences of managers and clerical discourse and constitution of Refugees and foreign nationals.
This applied research and development research method is descriptive mixed collection of data in documents and taking notes questionnaire was developed in the field, Its validity by professors and experts and its reliability by Cronbach’s alpha (%90) were satisfied. The  study  of 28 subjects of the elite and experts who have been chosen for Targeted judgment.
The results showed that the strategic model of refugees and foreign nationals from the resources of the R-9 (doctrine, objectives, policies, planning, Organizing, guidance, coordination, Implementation and monitoring and control) , 31 components and 110 indicators is. After Referral criteria and indicators component to community perceptions of researchers and research experts to verify Elite weighting of indicators was not confirmed.
