Analyzing effective factors for managing public affairs against asymmetric threats in the view of passive defense using classified method (AHP)

Abstract

These days, managing public affairs with attention to asymmetric threats is an inevitably important goal of countries. Regarding the importance of this subject, analyzing effective factors of public affairs management can put a great effect on preventing from enemy's threats. So the aim of this study is to analyze and classify effective factors for managing public affairs when facing with asymmetric threats using AHP method. In this research, ideas of experts on different matters as politics, cultures, sociology, economy, security and defense are analyzed using questionnaire, and this research is performed with special attention to advices of Imam Khomeini (peace be upon him) AHP method and expert choice software are used to collect and analyze the data. The main question used, to gather and analyze the data of this study is the following question: What are the factors used for managing public affairs against asymmetric threats in the view of passive defense?
Results of this research show that national security individual and social security have the greatest importance for managing public affairs when facing with asymmetric threats so it is recommended to put special attention on this matter for policy making.
